Numbering of apartments or why numeration is needed
In Turkey, authorities can change the apartment numbering if one of the premises has become non-residential from residential or vice versa. The number of the street and the local house can be changed in an instant.
Therefore, you need a Numbering Document (Numarataj Belgesi) - this is the main document that is responsible for your address in the registry. It is taken at the municipality.
What is numbering document?
The numbering document is to determine the addresses of the squares, boulevards, avenues, roads, streets and the structures that have facades within the boundaries of the municipality's adjacent area, and to ensure that any piece of land or building is defined in terms of its geographical location and function.
In theory, when you change the address / numbering in the house, your registration address should automatically change - but this does not always happen. Therefore, if you need to adjust the addresses, you need to take the numbering document to the utility service company. They will change the address manually in the system so that it is up to date in the bills.
The address in title deed (TAPU) usually remains the same and the title deed generally very rarely changes.
How to get the numbering document?
It differs in metropolitan and non-metropolitan cities. In non-metropolitan cities, the district is under the jurisdiction of the municipality. In metropolitan cities, the address is taken from the Directorate of Management, which is affiliated to the Directorate of Zoning and Urbanization. However, as a result of the decision taken by the council decision, the authority can be transferred to the district municipality in the metropolitan areas. For example, in the Istanbul Metropolitan Municipality, the authority has been transferred to the district municipalities.
An application is made to the numbering service with a printed petition that can be obtained from the Address Management Chief's document service. In this petition, the city, district and neighborhood where the building is located are indicated. If available, the name of the island, parcel and street is also indicated. It is written whether the independent sections are residences or workplaces. If the residence or workplace has not paid the numbering fee before, a one-time fee is charged. Numbering fee is paid to the authorized administration Financial Services Department/Unit cashier.

Except for the Title Deed Owner; Tenants (provided that they bring a lease agreement) or Third Parties who are required to have a power of attorney can do so.
How and where are the numbering fees paid?
The fee of the building for which numbering is requested is determined and deposited to the cashier of the Metropolitan Municipality Financial Services Department against a receipt.
